Joint Democratic Hearing considers youth courts as new avenue for justice

Joint Democratic Hearing considers youth courts as new avenue for justice

A joint hearing of the Pennsylvania Legislative Black Caucus and the House Democratic Policy Committee met Tuesday afternoon to hear from Philadelphia youth about their interactions with criminal justice and youth courts held in schools to resolve complaints that could otherwise escalate to police involvement.

Students and administrators shared their involvement with the Philadelphia Community Youth Court, a program started in 2012 that provides a court-like experience to deal with classroom behavior, shoplifting, and other offenses that might merit criminal charges. Instead, the offender is tried by a jury of peers, with classmates serving as judge, bailiff, and lawyers. They hear cases, render verdicts and punishment, and create follow-up plans to prevent repeat activity.

Rep. Jordan Harris (D-Philadelphia) didn’t have much activity at his district office on Tuesday afternoon when The PLS Reporter sat down to speak with him. Over the weekend, he had hosted a few thousand residents at a street festival in South Philly.

Residents got to talk about services with him and some city offices. However, Harris claims he hosts his annual summer event as a way to help his constituents just enjoy a day with their families without spending all the money demanded at amusement parks.
