Otten seeks to prevent pre-emption and empower local governments with new amendment

In the absence of new state laws that would strengthen oversight of pipeline development in southeastern Pennsylvania, Rep. Danielle Friel Otten (D-Chester) hopes that a constitutional amendment granting more power to municipalities could be the answer to combatting pipeline development in her community.

Faced with the construction of the controversial Mariner East 2 pipeline in her own community, Otten wants to add a “local self-government” amendment to the state constitution that would provide local government bodies with the power to enact laws that withstand state attempts to supersede them.
