Grassroots, constituents to lead property tax elimination effort next session

The Property Tax Independence Act saw what sponsors claimed was a historic vote this session, as the property tax elimination effort articulated in Senate Bill 76 moved out of committee in September. The proposal went no further, however, as time expired on the 2013-14 session with the measure still awaiting a Floor vote.

Determined to bring a substantially similar proposal up next session, sponsor Sen. Dave Argall (R-Schuylkill) said a concerted effort from grassroots organizations and members’ constituents will be needed to advance the bill next session beyond where it finished in the current legislative term.

Property taxes are disliked, but are not high, report says

A report released Thursday by the Pennsylvania Budget and Policy Centers concludes that while property taxes are disliked, they are not high.

The report entitled Reform Not Repeal: Pennsylvania Can Provide Property Tax Relief and Protect Public Schools, examined property taxes  in all 500 Pennsylvania school districts and concluded the number of districts where property taxes are high—defined as more than four percent of taxable income—is relatively low, requiring a targeted, not sweeping approach.
