County Executive Rich Fitzgerald proposes 2020 budget to Allegheny County Council

County Executive Rich Fitzgerald proposed his eighth budget and 2020 Comprehensive Plan Fiscal Plan to Allegheny County Council in their Tuesday meeting.

Fitzgerald presented a $959.8 million budget; a $27 million increase from the previous year. According to Fitzgerald the current budget is the 18th time in 19 years that the annual capital and operating budget balanced without any increase in the property tax millage rate.

Bill to alter Allegheny County Airport Authority board draws renewed scrutiny of airport dealings

A bill from House Speaker Mike Turzai (R-Allegheny) has brought renewed attention to state support for the Allegheny County Airport Authority, as lawmakers are considering altering the board charged with overseeing Pittsburgh International Airport.

Under the proposal, slated for a committee vote next week, the board would expand from nine to 13 members. The governor and each legislative caucus would appoint a member, in addition to eight representatives appointed by the county executive.

Allegheny County considers establishing much-debated children’s fund

After a summer of lobbying, when given the choice to fund the $18 billion Children’s Fund through a property tax raise, Allegheny County voters narrowly rejected the measure. Months later, though the loss was disheartening for the initiative’s strongest supporters, it appears the county could have a children’s fund after all.

In a press release this week County Executive Rich Fitzgerald announced that a 26-member working group had been assembled to examine the feasibility of a children’s fund. Despite his being on record as opposing the property tax that would have funded the Our Kids, Our Future initiative, Fitzgerald said he felt the fund was necessary for the county’s children.

Allegheny County Council unanimously passes 2019 budget

Allegheny County Council approved County Executive Rich Fitzgerald’s roughly $1 billion dollar operating plan by a 13-0 vote Tuesday night.

The plan includes a $932 million operating budget, $111 million for the capital budget, and an additional $1 billion grants budget. This is an almost 3 percent increase from the 2018 budget of $905.7 million. In his initial proposal, Fitzgerald insisted every dollar requested would go toward preparing the county for disaster and investing in the future.

Potential billions for Amazon draws criticisms from legislature

Despite a $4.6 billion offer, having two cities on the public shortlist and the decision to plant two locations instead of one, Pennsylvania did not land online retail giant Amazon’s second headquarters.

Both Philadelphia and Pittsburgh were named as finalists for the project earlier this year, which would have led to $5 billion in private investment and 50,000 jobs before the Amazon decided to split HQ2 between two locations.

However, the multibillion dollar incentives, combined with many local concessions, prompted bipartisan politicians to sound off with their displeasure with the offer.
