Committee advances bill requiring burial or cremation of fetal remains

Vote on heartbeat abortion ban possible "before the end of the year"

A House committee voted Tuesday to approve a bill mandating the burial or cremation of fetal remains, coming just months after the U.S. Supreme Court upheld a similar law in Indiana.

Supporters of the measure, authored by Rep. Frank Ryan (R-Lebanon), believe it will give families choice and closure during a difficult time. The bill would also give parents the right to request the remains to bury themselves, if they so choose.

In this week’s feature are memos for proposals that would roll back PennDOT’s decision to allow gender-neutral licenses, restrict the use of PFAS-based firefighting foam and prohibit taxpayer dollars from being used to fund hormone therapy and sex reassignment surgeries for state prison inmates.

Mastriano plans to introduce heartbeat bill

Freshman Senator Doug Mastriano (R-Franklin) was sworn into office in June and authored a cosponsor memo in July for a heartbeat bill. Mastriano plans to introduce the legislation when the Senate returns to session in the fall. His legislation will ban abortions if a physician determines that the fetus has a heartbeat. Mastriano has spoken with former state representative Rick Saccone who introduced similar legislation in a previous session. Saccone’s bill, House Bill 2315, was introduced in 2018 and referred to the House Judiciary Committee where it died.

Mastriano has obtained cosponsors for the bill and is working closely with Rep. Stephanie Borowicz (R-Clinton) who authored her cosponsor memo for similar legislation earlier this year. He said that currently, he is “ironing out details, strengthening the legislation, and building a coalition of support.”
